Iraqi Director of the Human Rights Observatory Saadoon Mustafa said that the Iraqi state is using penal code articles with vague and elastic terminology, such as public morals and indecent exposure, to form their campaign. He also believes that free expression should be allowed and it should be distinguished from abusive or hurtful statements. Additionally, Mustafa points out that in the West, the main reasons for the proliferation of inappropriate content are fame, money and freedom. To protect free expression, he believes that the Iraqi court should include more specific laws and details to distinguish between inappropriate expressions and constructive criticism.
